Winner of an Orchid at the Orchids and Onions Award Ceremony in 2020, this project is a valuable public resource and amenity for the County of San Diego. The facility consolidates multiple government departments handling property records, tax collection, historical records, and wedding ceremonies. It achieved recognition as "the first certified Net Zero Energy archive facility in the US and LEED Gold Certified," featuring a 140-kW photovoltaic system with 10% buffer capacity. The single-story structure employs tilt-up concrete panels and open web steel joists. Notable features include a public street under butterfly roof design, PV-clad parking shade structure prioritizing fuel-efficient vehicles, and two bioswales for stormwater management near the San Diego River floodplain.
